The Conference Charter is meant to guide the GreySheeters Anonymous World Service Conference in its role as "[T]he active voice and the effective conscience of our whole Society in its world affairs. [...] The Conference Charter is not a legal document; it relies upon tradition and the GSA purse for final effectiveness," as the Twelve Concepts for World Service of GreySheeters Anonymous tell us in Concepts II and V.
